The current state: existing tools, data, docs, owners, constraints, and what has already been tried.
The buyer path: sponsor, budget route, partner channel, and what would justify a foundation or build sprint.
The decision needed: paid triage, foundation, build, live-workflow retainer, or a stop/go recommendation.
